A manifesto that lived for a long time, but …

In the former history of Russia, the manifesto as a type of document occupied a special place. It was with the help of manifestos that the tsarist authorities communicated with the people. The manifesto of the emperor of all Russia and others convened and dispersed the state dumas of that time, declared wars, and so on. Revolutionary-minded satirical poets invariably rhymed between the manifesto and the arrest: "The Tsar was frightened, issued a manifesto: the dead - freedom, the living - under arrest."

Opponents of the Russian monarchy and capitalism in general were armed with another manifesto - the manifesto of the Communist Party (MKP). Now few people remember what importance was attached to this document. People who were educated during the Soviet era may remember his first amusing lines: "A ghost roams Europe - the ghost of communism." But here's what is written next, very few people know. Maybe a couple more slogans from the final part of the work of Marx and Engels. Namely: “The proletarians have nothing to lose but their chains. They will gain the whole world." And the final: "Proletarians of all countries, unite!" I remember the MCP from the time of my studies at the university with one funny fact. Our teacher of scientific communism - a reasonable, in general, lady - led a seminar on the subject of the MCP and stated that this document predicted the entire development of mankind. I, as a conscientious student, read the manifesto before that and therefore got out with a remark. They say that the ITUC does not predict the development of nuclear energy, the emergence of a middle class in the West, and so on. The assistant professor gave me an iron KGB look and said: “Marx foresaw everything!”

Meanwhile, with a modern, even if superficial, reading of the MCP, one can find interesting things. Think about it, doesn’t the following passage apply to our life: “... he uses his political dominance to wrest all capital from the bourgeoisie step by step, to centralize all the instruments of production in the hands of the state . .. This can, of course, happen at first only with the help of despotic intervention into the right of ownership and into bourgeois production relations. This passage from the manifesto actually begins with the words "the proletariat uses." But we know who in Russia can snatch all the capital from the bourgeoisie.

A manifesto that never lived at all

Then, for a long time, they forgot about manifestos. The authorities communicated with the people by decrees, decrees, resolutions. Documents with the letter "m" began to appear already in the twenty-first century. On December 21, 2002, the manifesto of the United Russia party (draft) appeared. On its basis, a little later, a program was drawn up with which the United Russia went to the 2003 parliamentary elections. An interesting document, by the way. The competence of the country's development forecasts contained in this document can be assessed already by the first paragraph.

“We affirm that the 21st century will be the century of Russia. We are on the verge of an unprecedented growth of the national economy, which has not yet known the history of the world. The Russian miracle will be achieved through the efforts of citizens united around the United Russia party, based on the maximum use of the country's unique intellectual potential and the discoveries made by Russian scientists in recent years.

It is difficult to understand what the "Russian miracle" promised by United Russia is now. Maybe it's because Russia ranks 9th in the development of land transport infrastructure.5th place in the world. Or that a kilometer of a four-lane highway costs five times more than in China. Or in third place in terms of the absolute number of convicts and third place in terms of the number of suicides per 100,000 people. Or, if we turn to the economy, our miracle is in 130th place in the rating of investment attractiveness and 105th in ease of paying taxes.

Yes, and United Russia themselves no longer return to talk about the Russian miracle performed by citizens united around United Russia. For what? The main thing is to make a statement louder in time. Crow, and then at least do not dawn. Then, in 2003, the goal was achieved.

An electoral program was created on the basis of the UR manifesto. She is so good that I want to bring her in full. After winning the elections in December 2003, which, as is known, took place immediately, in 2004 will begin:

- a program to modernize the energy complex;

- mass construction of individual housing;

- a program for the development of a new transport network in Russia;

- technological revolution in Russian agriculture;

- the rapid growth of incomes of all categories of citizens.

As a result, already

- in 2004 every inhabitant of Russia will pay for heat and electricity half as much as now;

- in 2005 every citizen of Russia will receive his share from the use of Russia's natural resources;

– in 2006 everyone will have a job according to their profession;

– by 2008 every family will have its own well-appointed housing worthy of the third millennium, regardless of today's income level;

- by 2008 Chechnya and the entire North Caucasus will become the tourist and resort Mecca of Russia;

- by 2010 the transport highway St. Petersburg - Anadyr, Tokyo - Vladivostok - Brest and others will be built.

Encouraged by such bright prospects, the Russians, not without the help of electoral committees, cast their votes for United Russia. But which of the points of the program was completed? No one! Two options are possible here. Either the manifesto and the program were written by incorrigible idealists, or by hardened cynics. In my value judgment, United Russia does not keep idealists. Consequently, the second option: deliberate deception of the population for the sake of obtaining seats in the Duma. In decent countries, after such a fiasco - a complete failure to implement the election program (which was obviously unrealistic) - the party leaves the political arena, and its leaders leave big politics forever and become non-handshake people. But we are going the other way. We do not keep promises - a common thing. But a reminder of this is regarded as black PR, and even slander. In a word, at least ... in the eyes - everything is God's dew.

A manifesto that begins to live

On August 26, the manifesto of the Right Cause was released. Version 1. 0. It is called "Power is ourselves." Quite a large and very interesting document. Basically, it can be divided into two parts. First: how we live and why it is impossible to live like this. Part two can traditionally be called "What to do?".

Mikhail Prokhorov in his blog described the document as follows: “Today we are publishing for wide discussion the draft of the first part of our election program - the manifesto of the Right Cause party. In essence, this is the ideological and substantive basis of our election program. It will also include an action plan for the government and a block of expert developments. Including specific proposals for the implementation of all proposed initiatives. These parts are already being prepared."

In my opinion, the fact that two more policy documents will reach people who are interested in the first part with some interval is not entirely correct. It seems that the second part of the manifest without a block of expert developments looks somewhat abstract, non-specific.

Now about everything in order. The first part of the document in its genre is rather political journalism. By the way, it was very useful to read it to those who confidently call the current "Just Cause" a Kremlin project. The situation in the country is assessed as total degradation. “Our republic is in danger. We bear the burden of the vanquished in the Cold War. Our industry, army, school and health are undermined. We do not have savings for old age - they have nowhere and nothing to accumulate. Our natural wealth paid for the luxury of officials, and our public savings are lent to foreign governments and do not work for our country. Our will for a better life, for creativity, for free labor for our own good and the good of the country is being suppressed. We work and feed our families not because of our state, but in spite of it. A third of young people dream of going abroad, because they do not see the possibility of professional and social growth. We can’t do anything in practice, although something is still possible in words. The law is inactive, it has been supplanted by the arbitrariness and lawlessness of the state apparatus. The state is hostile to its own people. Disunity, the war of all against all, ignorance and the religion of consumption are imposed on us by propaganda. At the same time, we produce almost nothing ourselves. Outside the major cities, feudal orders were established. Old production systems are dilapidated and collapsed, new ones exist mainly as showcase examples. Today, only the sale of oil and gas gives financial results. (…) All this is killing us. Time is working against us. We don't know how much time we have left."

Who can object to this? Except perhaps the leaders of the country and the ruling party, although in fact they know better than anyone that the situation is exactly the same, if not even worse. Moreover, youngsters brainwashed on Seliger are probably the last social stratum that believes in our power.

No less harsh assessment was given in the manifesto to the system of power built in this century, our notorious vertical. “In the 2000s, presidential power acquired many features of a monarchy. The constitution actually puts it above the legislative, executive and judicial. Our parliament is “not a place for discussions”, today it is a political monopoly stamping government decisions. At the same time, nothing depends on him, he has no real rights of his own. (…)

Today, the only really existing power in the country is the power of the President. It is too small for such a big country like Russia. The limits of formal and informal strengthening of this power have already been reached. We have returned to the past, to the situation of the beginning of the 20th century.”

But it is not the point in a newspaper article to retell this entire rather voluminous document. I dare to hope that the cited quotations will arouse the reader's interest in the Right Cause manifesto.
