The "File" table contains a complete list of all source files for installation. Files can be stored on the original media as separate files or compressed in cabinets. The sequence numbers in the Sequence column of the File table, together with the LastSequence field of the media table, indicate the order in which the files were installed and the source media on which each file resides. Each entry in the media table defines a source disk containing all files with a sequence number less than or equal to the value shown in the LastSequence column and greater than the LastSequence value of the previous disk.
For example, suppose a file has sequence number 92 entered in the Sequence column of the File table. To determine which source drive the file is on, the installer checks the media table entry for the entry with the lowest LastSequence value greater than 92. The DiskId column is the primary key for the media table, and this field uniquely identifies the drive in the table.
The maximum limit on the number of files that can be listed in the File table of a Windows Installer package is 32767 files. For information about how to create a Windows Installer package that contains additional files, see Create a large package.
Package authors can reduce the size of installation packages by compressing source files and including them in cabinet files. The source file image can be compressed, decompressed, or a combination of both types. For more information about compressed and uncompressed sources, see Compressed and uncompressed sources. Compressed source files must be stored inside the cabinet file. Compressed files inside the cabinet have their own internal sequence numbers. The values of these internal sequence numbers do not have to match the sequence number value in the File table. However, the sequence of files listed in the file table must be identical to the actual sequence of files in the cabinets. The sequence numbers of uncompressed files do not have to be unique. For example, if all files are unpacked and are on the same disk, all files can have the same sequence number in the File table.
The media table describes the set of disks that make up the initial installation media. The first entry in the media table should always have the value 1 in the DiskId field. Files must be organized on the source media so that all files on disk 1 have file table sequence numbers that are less than the file sequence numbers on disk 2, and all file sequence numbers on disk 2 must be less than those on disk 3, and so on. This requirement also applies to a disc that contains both compressed and uncompressed sources. For example, if the media sources for installation are on two source drives, and drive 1 contains both the uncompressed files and the cabinet file, both uncompressed files and the files in the cabinet must have sequence numbers less than the lowest sequence number of any file stored on drive 2 If all files on disk 1 are compressed in a cabinet file, you can create a media table as shown in the following table.

Note that the creation in the following media table is incorrect because it specifies some file sequence numbers on disk 2 that are smaller than some of the files in the cabinet on disk 1.
Large files can be divided between two or more cabinet files. There can be a maximum of 15 files in one cabinet file, covering the next cabinet file. For example, if you have three cabinet files, the first cabinet might contain 15 files spanning the second cabinet file, and the second might contain 15 files spanning the third cabinet file. When adding an entry to the File table for multiple cabinets, use the first part of the file to indicate the file's sequence number, as listed in the Sequence column.
File and media tables can be created as follows if there are three files, two cabinets and two disks. In this example, c1.cab is on drive 1 and c2.cab is on drive 2. The file f2 spans both cabinets. The c1.cab cabinet contains the entire f1 file and the first part of the f2 file. c2.cab cabinet contains the second part of f2 and the whole f3 file.
