King of Avalon

This list has games where you get to build modern day metropolises, opportunities to build on distant planets, a chance to be part of ancient civilizations, and even completely fantastical worlds, but this is the only one where you get to build a city that’s part of our own world’s age of legends. In King of Avalon, you play as someone who’s scrambling to get a hold of power after the death of King Arthur.

In a formula that will be familiar to those who play a lot of free MMOs, this is a game that sees you building your own city, and then using what you have to research and gather resources so that you can become an indomitable power within the world of the game. You’ll form alliances with other players in order to keep one another safe from the those who are just waiting for the chance to raid an upcoming pretender. It’s very easy to get hooked.

Game of Thrones: Winter is Coming

While many games on this list are based on building modern-day metropolises, Game of Thrones: Winter is Coming sees you building your own city in George R. R. Martin’s fantastical world of Westeros. Game of Thrones has always been renowned for the tangled web of political intrigue that it weaves, and this free-to-play game throws you right into the midst of it all.

After Eddard Stark dies, you play as a lord or lady who is vying to win the game of thrones. As you build and fortify your own town/city, you’ve also got to cement yourself as a military power by building up your army. It’s a clever way to translate the intricate politics of the TV show and books into a game.

Romans: Age of Caesar

When it comes to city-building, historically-speaking, the Romans were among the best, and Romans: Age of Caesar is all about re-building the Roman Empire. This is a slightly rare example of a city-building MMO, in that you’re working with a group of up to 16 other players to build and maintain your city, while countless others are working to make their own cities as part of the empire at large.

It genuinely does feel like you’re helping to build a large, digital empire, and as you play, you and the other players will gather resources so that you can grow and expand your own city, while defending it from hordes of barbarians, while building trade routes and cultivating relationships with the other cities. It’s a wonderful thing to be a part of.

Tropico 6

El Presidente returns, this time to an archipelago where you can manage/rule over multiple islands simultaneously. This city-building game charges you with building a city from the ground up, all while dealing with the economic demands of the island, the happiness of your citizens, and keeping paradise afloat on corrupt bargains with overseas allies.

Tropico 6 is all about finding balance in a city that can’t satisfy all factions and residents, as challenges arise from crooked government officials that you’ll need to complete in order to work towards your overall goal, which changes with each scenario.

As you’d expect from a dictatorial city builder, Tropico 6 gives you plenty of choice, but you can expect some brutal consequences if you make the wrong call. If a general election looms, you’ll have the choice to bend the figures or remain squeaky clean, but there’s a trade off between losing the election and having to restart the level or angering internal factions.

Tropico 6’s bombastic presentation belies just how much love and care you’ll need to devote to your regime to keep everyone happy, relatively speaking. Thankfully, the island setting makes it easy to keep tabs on your buildings and notifications whether that’s spotting rebels roaming the streets, or a group of shacks that has sprung up as a signal to build more homes for your citizens.

Aven Colony

Aven Colony transports the humble city builder to a different planet where you’ll face much more challenging obstacles than deciding where best to build your roads. For starters, you’ll have to factor in the challenges posed by all the terrifying new space biomes and the hostile atmosphere.

Instead of creating a new city to entice residents, your main objective is to rebuild humanity, a lofty goal indeed. In doing so, you’ll need to try to adjust to the atmosphere, battle against constant natural disasters, a lack of oxygen (pretty big deal, this one), and even alien lifeforms like gigantic sandworms.

You’ll start out as a governor and rise through the ranks to establish yourself as president of your colony as the rest of the game follows suit, expanding your toolset and testing your abilities by starting off with small goals like building a water pump and escalating all the way to manning a full-scale Starship Troopers-like army.

Aven Colony isn’t just a pure city-building game either, as it mixes in qualities from the best 4X games and strategy games. There’s some light combat and a neat expeditions system that lets you eventually uncover the planet’s history.

Frostpunk

Frostpunk is the kind of city builder that will make you question your own morality over and over again. Your job is to survive a premature ice age in a sheltered steampunk-powered city that was left unfinished before the big freeze took hold. As the leader of a group of survivors, your role is to rebuild the city around a giant heater that constantly needs fuel to keep your denizens safe and healthy.

Like in some of the best survival games, Frostpunk is all about managing resources effectively to keep the city going, and your main concern is keeping the furnace fueled. Unlike other city builders, Frostpunk is about surviving instead of ruling, and it’s a constant juggling act to keep your new citizens happy, while ensuring the city is stocked with food and the furnace is fully operational.

As you might have expected from one of the best apocalypse games Frostpunk isn’t exactly a light-hearted city-building game. Death is inevitable in this harsh tundra and you face plenty of difficult decisions just to keep the city going – instead of worrying about structure placement and how everything looks, you need to make the laws that keep your citizens in order, gamble on risky expeditions, and occasionally make an example of a criminal.

Surviving Mars

Much like Frostpunk, Surviving Mars blends survival and city building, albeit on the barren red planet rather than a frozen hellscape. You’ll be armed with all the equipment you need to create a functional, happy city for colonists as you explore Mars’ dusty surface, searching for terrain that can be fertilised so you can continue expanding across the planet.

Unfortunately, there’s no scientist Matt Damon on standby to walk you through the whole process. You’ll be your own botanist, scientist, and city planner as you work to keep your flocking colonists fed and happy – but that’s the least of your problems. Surviving Mars is a little tougher to handle, it requires a lot of attention to ensure citizens have access to oxygen and are protected against impending natural disasters like dust storms and cold waves, but Surviving Mars does a great job at keeping you constantly informed of your city’s progress.

Research and exploration plays a huge role in this survival city builder, letting you massively improve the structures and facilities in your colony so that they match the Asimovian fantasy in your head. Plus, with a thriving mod scene there’s no end to the mad sci-fi colonies you can realise.

SimCity 4

The SimCity series has been around for a good while now, and you can see how much other city-building games borrowed from – and in the case of Cities: skylines, improved upon – this incredibly popular city building series. SimCity 4 launched in 2003, and although the game doesn’t offer anything especially innovative to the genre, it’s still a satisfying and challenging contender.

Similar to Cities: Skylines, you’ll only really have one goal, creating your dream city. You have different zones of buildings you can lay down in a grid format, but you can also splash the cash to build intricate road systems or more advanced architecture, and even world wonders. You’ll get prompts as you expand your city, notifying you of your citizens needs as you gradually unlock new features and attract more residents. There’s not too much to think about when it comes to SimCity, but sometimes that can be just want you’re looking for in a city-building game.

Cities: Skylines

Simplicity is the key to Cities: Skylines meteoric rise to success. Whether you’re a veteran town planner capable of handling practically any scenario, or a newcomer to the genre, Cities: Skylines is arguably the best city-building game for either party.

Instead of spending aeons scrolling through building types and then carefully rotating and placing them in accessible spots, Cities: Skylines breaks down the bulk of its buildings into categories like residential, commercial, and industrial, letting you rapidly build a skeleton for your city before agonising over the small details. The skill is all in how you balance the many needs of your citizens and each district, making you think more like a mayor.

It’s not that Cities: Skylines is easy, that is far from true, it’s just easy to get your head around, and when things go wrong, which they inevitably will, you won’t feel defeated by the prospect of starting over again. As you’d expect from the studio behind Cities in Motion, Cities: Skylines also features a gloriously deep and complex mix of transit options, which means you get to spend countless hours trying to ensure your denizens are moving around as seamlessly and smoothly as possible.

Anno 1800

Anno 1800 returns the city-building series to its historical roots, positioning you as a company leader in the Industrial Revolution, as you trade and grow your empire from a couple of farms and warehouses to a thriving industrial metropolis that’s the envy of the world. Eventually, you can even attract tourists to one of your many museums or zoos as you transition to the modern world, navigating all the logistical and societal issues that come with such seismic change.

Anno 1800 offers many options on how to play across its campaign, multiplayer, and sandbox modes. Much like in the best 4X games, there are a variety of ways to win Anno 1800, ranging from accruing wealth and investors to attracting visitors and securing diplomatic ties. Pitted against other islands, you’ll need to keep a close eye on your rivals and their world decisions, as you figure out through diplomatic failings and trade how they operate and if they can be trusted.

Apart from monitoring your rivals, you’ll need to keep your workers happy, as you expand trade and grow your company town. There’s even a regular newspaper that makes the rounds affecting population happiness, spreading tales across the land of your city’s successes and failures. Details like this help bring the world of the Industrial Revolution to life, and while Anno 1800 definitely glazes over the grim reality of the era, it’s hard not to get drawn in by its picture perfect vistas and charm.

Surviving the Aftermath

Set in a post apocalyptic world, Surviving the Aftermath tasks you with overseeing a colony in a procedurally generated wasteland. As you build and grow the survivors’ city, you need to ensure your settlement can survive natural disasters, bandits, and the beasts that roam the wild.

It’s an unforgiving environment – in your quest to keep your colony intact for as long as possible with a dearth of resources, you’ll make difficult decisions as you choose what to risk or sacrifice in order to survive. Your choices don’t just impact the welfare of your citizens; they also affect your colony’s reputation and your ability to trade with other societies.

22/22 Cities XL

Cities XL deserves a spot on this list alone for how ambitious it was back at the time it was released. On the surface, it appeared to be a simple city-building game but it had an online multiplayer component which was interesting, to say the least. Cities XL also allowed players to interact with one another in a persistent planet. Each city belongs to a player and each player can even trade with others, basically running a simulated world.

Sadly this online service was closed several months later and Cities XL became just a single-player game instead of an MMO based around city-building. Even so, it was a big deal back in its time and was one of the best city-building games back then before SimCity and Cities: Skylines improved on the 3D city-builder formula.

21/22 Kingdoms Reborn

Kingdoms Reborn is a city builder that mostly revolves around resource management and the betterment of your residents' lives. You're responsible for choosing their location, providing them with food and luxuries, and expanding your territory to attract more people.

Interestingly, Kingdoms Reborn can be played online with other players in real-time on the same map. You can play cooperatively with gifts and planning to share resources or competitively by cornering the global markets or using the game's basic military mechanics to flex your might. It's a very interesting game that shines when you play with a pal.

20/22 Songs Of Syx

If incredibly complex colony simulators are what you enjoy, Songs of Syx might scratch the eternal itch. Less a city builder and more a city-state builder, Songs of Syx lets you dive into the minutiae of your residents' lives and encourages micromanagement.

It cannot be understated that the scale of this game is immense, and it's a truly impressive feeling to watch your tiny colony grow into an empire capable of defending itself.

19/22 Ostriv

If you're looking for a relaxing yet still compelling experience, Ostriv might be exactly what you need. In this game, you build a village in the countryside of Ukraine, tending to the needs of your villagers and becoming prosperous.

The attention to detail in Ostriv is very impressive. Of particular note is the way that your residents will make use of their land to grow crops or keep livestock, which they can then use to make money or simply survive.

18/22 Going Medieval

Going Medieval is a colony sim game that follows a small group of people who find themselves without a home thanks to the Black Death. You'll start out with a handful of raw material and eventually work your way towards building a whole settlement.

While the game is still in Early Access, Going Medieval boasts a great deal of content, consistent updates, and the capability to pull of some really impressive building projects, if you have the time and patience to pursue such a thing.

17/22 Townscaper

While Townscaper isn't a city builder in the traditional sense, there is no doubt that the whole purpose of this game is to build a settlement. You have many options for colors and styles, and it's a very calming experience overall.

Townscaper has come into its own as a tool for those who wish to use their manufactured towns as set pieces in their tabletop games. It lets you make a town exactly as you need it in exactly the configurations you need.

16/22 SimCity

The SimCity franchise has been around a long time. The first entry in the series dates back almost 30 years. It is essentially the grandfather of all city-building games and paved the way (no pun intended) for many games to come. These titles are still relevant in the gaming sphere, extending from PC and consoles to find a new home on mobile devices.

It may not be the most innovative title on this list, but the formula they created is still solid today and definitely worth your time. You can even check out the final entry in the series, SimCity: Buildit, for free on your favorite mobile device.

15/22 Medieval Dynasty

Medieval Dynasty is an odd one where rather than being some omniscient figure dictating where buildings are built and what your residents do, you are instead just some guy who dictates where buildings are built and what your residents do.

The settlement building features of this game are incredibly fun to interact with and they turn the game from a simple survival game with a generations system into something far grander.

14/22 Foundation

While this title is currently in Early Access, Foundation is a very promising medieval-era city builder from Polymorph Games who proudly advertise their game's lack of a grid and focus on the procedural nature of settlement building.

The game is very good at emulating what it must have felt like to manage a medieval settlement, with many events being out of your hands and the enforcement of a reactive rather than proactive gameplay style. In addition to that, the game has a thriving modding community sure to extend the title's lifespan many years.

13/22 Valhalla Hills

If your greatest goal in life is to gain favor with a Nordic God and earn your place in Valhalla, have we got a game for you! Valhalla Hills is a throwback to the popular Settlers games in which players will build settlements in an attempt to earn favor with Odin. If you're looking for a more laid-back city-building experience, this is one we highly recommend.

The colorful, cartoonish art style is appealing and there is less of a focus on combat than some of our other titles. You will need to fight for resources with the local Dwarven population and there are some monsters to contend with, but for the most part, you can focus on expanding your Nordic empire.

12/22 Urban Empire

Urban Empire is a city-building sim that takes a slightly different approach. Rather than focusing on the building aspect, Urban Empire tasks you with furthering your civilization through diplomacy. You spend the bulk of your time competing for votes and favor among your citizen.

You will build relationships as frequently as you destroy them, all the while researching ways to improve life in your empire. This entry is for players keen to witness the unraveling of a "historical family drama" rather than participate in a true strategy game.

11/22 Surviving Mars

If space colonies are more your thing, Surviving Mars is a great option to feed the explorer in you. You will begin your journey on Mars, which is currently a barren wasteland. Luckily, the game provides all the tools required to make it habitable. This title is not for the faint of heart, however.

You will be battling the deadly atmosphere, lack of oxygen, and infertile land, making your job all the more difficult. After you've established a livable settlement, you will start attracting humans to your colony. It is now your job to ensure their survival and trust us, it's not easy. Get ready to micro-manage!

In Aven Colony, players will face a barrage of alien abnormalities as they try to establish their otherworldly civilizations. Alien plagues, extreme weather, and hostile species await you as you attempt to carve out your own little corner of space.

Your job as overseer is to ensure the survival of your citizens. This involves mining minerals for resources, building hospitals, and maintaining order. Once your city is stable, the game then introduces bigger goals to entice you further. This may include large-scale military operations or exploration missions.

9/22 The Settlers 7: Paths to a Kingdom

The Settlers have always been one of the longest-running hybrid video games in modern history and it oddly combines city-building with real-time strategy (RTS) and many other elements from other genres. This depends on which Settler game we're talking about but The Settlers: Paths to a Kingdom is one of the rare gems in the franchise.

It takes place in a medieval world, making it a unique title in this list as well for its ingenuity alone. It borrows mechanics from Civilization games where you get to pick a leader or faction and build your mere plot of land into your own empire through military actions, development, and many more aspects not present in other city builders.

8/22 Banished

Banished is one of the most unique takes on the city-building formula for this list since it delves into a setting that's practically unexplored in its genre: medieval era. In that regard, you control a group of exiled travelers in Banished whereupon you're forced to build your village and eventually city from scratch after being banished by a feudal lord.

This also makes Banished a survival title on top of a city-builder-- something you don't usually experience in city-builder games. The game even makes it so that your primary resource is townspeople who get old, get sick, and even die, making managing them an important element of this game. It's worth playing alone for its unique take.

Continuing with our space theme, we have Madruga Works' Planet Base. All the usual suspects are here: base building, resource management, and citizen satisfaction. Where Planet Base sets itself apart is its varying types of planets.

The game allows you to choose between four different planets, each with increasing difficulty and different environmental hazards to contend with. For instance, the frozen planet will pit you against sub-zero temperatures, while the Storm Planet will hit you with a deluge of storm effects. It is up to you to keep your pioneers alive long enough to create a stable and liveable colony.

6/22 Frostpunk

Frostpunk, as the title suggests, focuses on the importance of warmth and surviving the harsh cold. In an alternate version of history, humanity has been defeated by climate change and been forced to contend with extreme cold that has decimated most of the planet. The tale is a grim one, to be sure.

As the leader of humanity's last hope, you must use what little resources are left to try and construct a haven to keep the dwindling population alive. Frostpunk is not for the weak-willed and will challenge you both technically and morally. As the story unfolds you will be faced with difficult choices that will ultimately change the world around you. The level of depth and storytelling in Frostpunk is rarely seen in this genre.

Few games are as addictive in nature as Anno 2070. The game intrigues players by using the carrot-on-a-stick method that rewards you consistently the more you play. Set in the not-so-distant future, Anno 2070 provides players the opportunity to reshape civilization after disasters have decimated much of the planet (we're sensing a common theme).

There is a little something for everyone here: large-scale economies to manage, warfare among other factions, and deep gameplay. No seriously, you can build a city underwater! Embrace the future and build a new world.

4/22 Tropico 6

Tropico is a far lighter take on the city-building genre than our last few entries. That is to say, it is far more comedic in nature. The gameplay here is still complex enough to keep you busy for hours on end. In Tropico 6, you begin as a governor in the Colonial era, with aspirations of becoming "El Presidente" of your ever-evolving island nation.

You will lead the inhabitants of your tropical paradise through the ages while trying to hold your seat in office. You must do whatever it takes to maintain your power, whether it's rigging elections, bribing officials, or flexing your military muscle by issuing edicts. Politics will play a huge part in this game so get ready to get dirty.

3/22 Caesar 3

Impressions Games have always been veterans of the city-builder genre as many old gamers will know. Back in their heyday, one of their finest games was Caesar 3 where the players take on the role of a classical Roman governor trying to improve their very own Roman city - or even Rome itself - amidst the turmoil and barbarian threats.

While the graphics are badly outdated by today's standards, Caesar 3's gameplay is enough to hook many players today, even the young ones. Banished is a strategic city game that allows you to build and manage an isolated society. You literally start with nothing but a few people to control.

The main goal of this village building game is to create a sustainable settlement so that your people can survive in different environments.

You must order them to build, gather, farm and mine to keep your people alive. Exile has all seasons where you will face challenges during each. For example, in spring and summer, you need to grow food and collect firewood in order to build houses and have enough firewood.

In autumn and winter, people will die if they are not warmed by fire, and they will starve if they do not have enough food. The game has some complex systems to understand and overcome before you can build a big city, but it's worth every minute.

Aven Colony is a city game for PC, Xbox and Playstation. You find yourself on Aven Prime, an alien planet a few light years from Earth, where you need to build a new human colony and survive in the conditions.

Like many city games, Aven Colony has many challenges to overcome, such as managing resources, environmental factors, and the aliens themselves. It can be quite a difficult game at first, but when you get into the phase where you know how to balance everything, it can be great.

In order to keep people alive, you need to extract resources, install defenses and do research to overcome some of the problems you may encounter. One moment the sun can shine, and the next moment a giant sandstorm is approaching to sweep everything away.

The key is to build your settlement out of nothing with the help of a few peasants, through harvesting, harvesting, mining, and more.
