The Lion and the RabbitOnce there was a Lion in the jungle who used to kill 2-3 animals daily for his meal. All animals went to him to tell, that daily one of them will come to him for his meal.
So, the Lion agreed and this started going for many days. One day, it was Rabbit’s turn. When he was on his way he saw a well.
Now he plans to kill the lion and save himself. He went to the lion and told him that, there is another lion who claims to be more powerful than him.

2. The Hunter and the Pigeons
One day a hunter sets a net to catch birds and placed grains and rice over the net.
After some time a flock of pigeons comes by and start eating grains and get caught in the net.
After some time they started losing hope, then their leader asks them to fly together up in the sky. They did as they were told and carried the net away.

Once there were two friends who were crossing the jungle. After some time they saw a bear coming towards them.

Have you ever wondered who is responsible for extinguishing forest fires in Russia in general and, in particular, in Moscow and neighboring regions (Yaroslavl, Smolensk, Tver, Ryazan, Kaluga, Vladimir, Ivanovo and Tula) regions?
Different structures manage different natural areas in Russia.
Most of the forests are part of the forest fund and are administered by the Federal Forestry Agency of Russia.
Specially protected natural areas are protected by the Ministry of Natural Resources and Ecology of Russia. The rest of the territory belongs to agricultural land. The Ministry of Emergency Situations is responsible for fire safety.
It is MES that comes to mind first of all when it comes to extinguishing fires. In fact, the Ministry of Emergency Situations is a federal structure that must respond to any emergency. In various regions, it is represented by fire brigades, special units, rescue centers, crisis management centers (CCC) and others.
In addition, in various regions of Russia, parts of the State Fire Service of Russia (SFS), which are financed from the regional budget, may be responsible for fire safety. These are also units of the Ministry of Emergency Situations.

Both the Ministry of Emergency Situations and the State Fire Service put out fires in the territory of settlements, on water bodies (ships, floating platforms, etc.
), as well as on agricultural land.

The Federal Forestry Agency of Russia - Rosleskhoz is responsible for extinguishing fires on lands that officially belong to the forest fund.
Its territorial bodies operate in the regions. In the Moscow region, this is the Forestry Committee of the Moscow Region. In the Vladimir region, there is a forest protection center and the Vladimir base of Avialesookhrana. In the Kaluga, Tula, Ryazan and Smolensk regions - forest protection centers. In Tverskaya - the Ministry of Forestry of the region. In Yaroslavl - Department of Forestry. In Ivanovskaya there is a forestry committee.
In different regions, the authorities responsible for forests have different names.
You can independently find out who is responsible for extinguishing forest fires in your region by typing "forest management authority of such and such a region" into the search engine.
If a forest fire becomes a natural disaster and the Forestry Committee cannot cope on its own, a special structure of the Federal Forestry Service - FBU "Avialesookhrana" is involved in extinguishing. As the name implies, they use aviation to prevent fires, mainly to work in hard-to-reach places.

Specially protected natural areas (SPNA - reserves, national and natural parks, reserves, natural monuments) are under the jurisdiction of the Ministry of Natural Resources of Russia. PAs can be of federal, regional and local significance.
For example, in the Moscow region there are several PAs of federal significance (Prioksko-Terrasny Biosphere Reserve, National Park "Losiny Ostrov", National Park "Zavidovo"), 230 PAs of regional and about 70 PAs of local importance.
The difference between federal and regional protected areas lies in their legal status. The former are in federal ownership and the federal authorities are also responsible for their safety. The latter belong to the subjects of the federation and are also controlled by local authorities. Why is it important? It depends on who and how will put out the fire if it occurs on the territory of the protected area.
With so many different government departments responsible for controlling forest fire safety, why do we need groups of volunteer forest firefighters?
One of the key reasons lies precisely in this division.
For example, the forces of the Ministry of Emergency Situations and Mosoblpozhspas every day perfectly cope with fires in cities and towns - this is their primary duty. They are prepared and equipped to put out a house, a warehouse, even a stadium. But to stop a fire in a field or forest in a farmland zone, completely different technologies, equipment and equipment are needed.
It is impossible to drive a city fire truck to a fire in a forest or a swamp, and portable equipment used by forest firefighters (including volunteers) is not always available in urban areas.

Foresters from the Forestry Committee of the Moscow Region or from the relevant structures of neighboring regions are better equipped to fight forest fires in terms of equipment. But they have few resources, primarily people. And in the "hot" season, when several outbreaks appear at once on the territory entrusted to them, the foresters are forced to devote their energies to extinguishing the most important fire, while other outbreaks may be left unattended.
If a fire breaks out in a specially protected natural area of federal significance, the directorate of protected areas is responsible for extinguishing it. Each reserve is assigned its own staff, including a special security service, which is provided with both specialists and equipment in case of fire.
That is, everything necessary for extinguishing is concentrated directly in the protected area.
But regional PAs are united under one directorate, which is usually located in the local administrative center. And all the employees, including full-time firefighters, are there.
A regional directorate may have tens of thousands of hectares of forests, steppes, swamps and other natural objects, and it is simply impossible to quickly respond to one or even several fires in remote areas.

Therefore, Russian fields, forests and marshes need volunteer forest firemen. We have a number of objective advantages, thanks to which we can effectively and quickly respond to emerging fires, helping government agencies.
First of all, it is mobility.
A group of volunteer forest firefighters can work on lands of any category and in any region. This significantly reduces the response time if a fire breaks out in a disputed area or if it is difficult to determine where the cadastral boundaries of different lands lie. The law gives every citizen the right to help prevent fire disasters.
Volunteers also regulate the workflow in their group, doing exactly as much as necessary. Such freedom increases our speed of reaction to emergencies, which is especially important in summer during the "hot season".
Second, special training. We study and teach how to fight fire in natural areas. In addition, we learn to navigate the terrain, use GPS-navigators and satellite images.
Thirdly, this is equipment. Motor pumps, fire hoses, fire packs, blowers - we select this and other equipment so that it can be delivered to any fire.

In terms of configuration, this kit does not differ from the equipment that should be in the arsenal of professional forest firefighters.
