Reading Proficiency Test | ACTFL

Languages

Official ACTFL Reading Proficiency Tests are currently available in the following languages: Arabic, Chinese (Mandarin), English, French, German, Indonesian, Italian, Japanese, Korean, Portuguese, Russian, and Spanish.

Format

The RPT is developed in partnership with the Institute for Test Research and Test Development (ITT). It presents between 10 to 25 reading texts written in the target language being assessed. Reading texts vary in genre, content, length, and complexity depending on the level being targeted. Each text is followed by three multiple choice questions, written in the target language. A demo test is available online. Sample reading texts with rationales for their proficiency levels are available in the RPT Familiarization Guide, and are available in the online ACTFL Proficiency Guidelines - Reading in the following languages: Arabic, Chinese, English, French, German, Russian, and Spanish.

Proficiency Ranges

The ACTFL RPT assesses Interpretive Reading in the target language across the full range of ACTFL Proficiency levels, from Novice to Superior on eight different test forms. A description of the different test forms and their administration time is below.

Two-level Forms: The average administration time for two-level forms is 50 minutes.

  • Form A can provide a rating within the proficiency range of Novice Low to Intermediate Mid (NL – IM).
  • Form B can provide a rating within the proficiency range of Novice High to Advanced Low (NH – AL).
  • Form C can provide a rating within the proficiency range of Intermediate Mid to Advanced Mid (IM – AM).
  • Form D can provide a rating within the proficiency range of Intermediate High to Superior (IH – S).

Three-level Forms: The average administration time for three-level forms is 75 minutes.

  • Form E can provide a rating within the proficiency range of Novice Low to Advanced Low (NL – AL).
  • Form F can provide a rating within the proficiency range of Intermediate Mid to Superior (IM – S).

Full range Forms:

  • Form G (computer adaptive) can provide a rating within the proficiency range of Novice Low to Superior (NL – S). This test is designed to offer tasks at higher or lower levels depending on the candidate’s responses. The average administration time is 50-75 minutes.
  • Form H can provide a rating within the full-range of the proficiency scale, Novice Low to Superior (NL – S). The average administration time is 125 minutes.
  • Refer to the RPT Familiarization Guide for detailed information about proficiency levels assessed in each form.

Other Rating Scales

In addition to the ACTFL Proficiency Rating Scale, a reading proficiency rating can also take place using the Interagency Language Roundtable (ILR) and the Common European Framework of Reference (CEFR).

Assessment Criteria

Interpretive Reading is based largely on the amount of information listeners can retrieve from a text as well as the inferences and connections they can make within and across texts and within different contexts. The ACTFL RPT assesses how well readers comprehend written texts and the reading tasks associated with the different types of texts in a variety of contexts, regardless of where, when, or how the language was acquired.

In assessing reading comprehension, the following criteria are considered:

  • the functions and purposes of the written language the reader comprehends,
  • the content areas and context for which texts have been written,
  • the text type that the reader can understand in the language,
  • the range of vocabulary and grammatical structures the reader can understand, and
  • the cultural references the reader can understand in the language.

Reasons to Use the RPT

Official ACTFL RPT ratings can be used for a variety of purposes in the academic, commercial, and government communities. In academia, reading proficiency ratings can be used for admissions, placement into language programs, general assessments, or for exit/ graduation requirements. In business and government communities, RTP ratings can be used for certification, hiring, and promotion in multi-lingual positions.

Reliability and Validity

The passage below is followed by 8 questions. After reading the passage, choose the best answer to each question. You may look back at the passage as often as you wish. After you have checked one for each question, click the "Check Your Answers" button.


The Industrial Revolution got under way first in England. This is a historical fact of the utmost significance, for it explains in large part England's primary role in world affairs in the nineteenth century. Consequently, the question of why the Industrial Revolution began where it did is of much more than academic interest.

The problem may be simplified by eliminating those countries that could not, for one reason or another, have generated the Industrial Revolution. Italy at one time had been an economic leader but had dropped behind with the discoveries and shift of the main trade routes from the Mediterranean to the Atlantic. Spain had been economically predominant in the sixteenth century but had then lost out to the northwestern states for various reasons already noted. Holland had enjoyed her Golden Age in the seventeenth century, but she lacked the raw materials, labor resources, and water power necessary for machine production. The various countries of Central and Eastern Europe had been little affected by the Commercial Revolution and hence did not develop the technical skills, the trade markets, and the capital reserves needed for industrialization.

This leaves only France and Britain as possible leaders, and of the two, England had certain advantages that enabled her to forge far ahead of her rival. In commerce, for example, the two countries were about equal in 1763, or, if anything, France was somewhat in the lead. But France had a population three times that of England. France also lost ground in foreign trade when she was driven out of Canada and India in 1763. Furthermore, the blockade of the British fleet during the Revolutionary and Napoleonic Wars reduced French commerce to about half its 1788 value, and the loss was not restored until 1825.

Another important advantage enjoyed by Britain is that she had taken an early lead in the basic coal and iron industries. Because the forest reserves were being depleted, Britain early began using coal for fuel and for smelting iron. By the time of the French Revolution in 1789, Britain was producing about 10 million tons of coal per year, while France was producing 700,000 tons. A contemporary poet sensed the significance of this unlimited source of power for English industry when he wrote, England's a perfect World! Has Indies too! Correct your maps! New-castle is Peru!

England also pioneered in the development of the blast furnace which, in contrast to the old forges, could mass-produce iron. In 1780 Britain's iron out put had been a third that of France; by 1840, it was three times more. All this meant that Britain was pushing ahead in the production of goods of mass consumption for which there was a large and steady demand, whereas France specialized more in luxury commodities of limited and fluctuating demand. Perhaps Voltaire had this in mind when he wrote in 1735, "In truth we are the whipped cream of Europe."
